This visa is issued by the Consulate General only upon authorization of the Department of Foreign Affairs;
The authorization is granted upon issuance of a certification that no person can be found in the Philippines willing and competent to perform the work or service and that the non-immigrant's admission would be beneficial to the public interest;
To comply with this requirement, the Philippine employer shall apply for a petition, made under oath, before the Department of Labor and Employment. The petition shall state fully the following:
nature of the service for which the non-immigrant is being hired;
the probable length of time for which he is to be engaged;
the wages and other compensation which he is to receive;
the reasons why a person in the Philippines cannot be engaged to perform the service for which the non-immigrant is being hired; and
why the non-immigrant's admission would be beneficial to the public interest.
Upon receipt of the authorization by the Consulate General, the applicant is advised to submit the following:
Passport or travel document valid for at least six (6) months at the time of filing;
Two copies of application form, duly accomplished in English;
Two passport-size photos;
airline ticket;
Contract of Employment and affidavit of undertaking from the Philippine company, including the latter's copy of business registration with the Securities and Exchange Commission;
Visa fee is RMB 3,000.00
Processing time is three (3) working days from the date of filing the duly completed requirements; and
